important steps is reviewing a building’s DOB record. The Buildings Information System (BIS)

contains the official history of complaints, violations, inspections, permits, and stop-work orders.

due diligence, and litigation risk. Here’s how to use these systems like a professional.

Step 1: Go to the BIS Search Page

Enter the building’s address or block and lot.

Step 2: Review These Four Critical Tabs

Navigation tip: Scroll to the bottom of the building page — this is where the most important information appears

1. Complaints

Look for:

● Illegal construction

● Work without permits

● Hazardous conditions

● Tenant harassment

● Noise or structural issues

Legal Insight:

Patterns matter — multiple similar complaints often signal a future violation or litigation risk

2. Violations

Violations are labeled:

Class A (non-hazardous)

Class B (hazardous)

Class C (immediately hazardous)

Mortgage lenders often require certain violations to be corrected before closing.

3. Permits & Applications

Confirm:

● Whether work was properly permitted

● Whether permits are closed

● If there are “open jobs” that may trigger DOB scrutiny

Special attention:

Gas, plumbing, structural, and electrical permits.

4. Stop-Work or Vacate Orders

These require immediate legal attention.

Red flags include:

● SWO (Stop Work Order)

● Full or partial vacate orders

● Unsafe facade designations

DOB NOW vs. DOB BIS — Use Both

Newer filings appear in DOB NOW, particularly:

● Plumbing

● Electrical

● Facade

● After-hours variances

● Special inspections
